We describe a general notion of coarse-grained entropy in physical systems that unifies measurement-based and max-entropy-based approaches. This is a natural extension of the recently studied observational entropy, allowing the inclusion of prior information via linear constraints, and fixing its pathologies in infinite dimensions. We motivate the entropy as ``missing information'', survey its properties, and exhibit a quantum thermodynamic example. We discuss connections to existing literature, equilibration theorems, and the emergence of thermodynamic laws.
